Royal Naval Transport????

I just came across the photo of this strange little machine transporting recruits at HMS Royal Arthur, at Skegness.  I have no idea of the date of the photo, but would guess it is either during the war of shortly afterward. Also, never before saw such a strange little vehicle hauling the sailors either. I can only hazard a guess of what make and model the vehicle is. Looks like a somewhat modified Austin Seven, the model year is probably around 1938-39. Any old Salts out there that recognize the guys on the trailer or the car pulling them?????
